City of Stirling Transport Asset Managment Plan

The City has assessed the condition of its entire road network and it is in the process of completing the assessment of its pathway network. This information has been used to inform the City’s Capital Works budget requirements. Industry’s best practices recommend resurfacing asphalt sealed roads every 15 to 25 years depending on the traffic load and strength of the lower layers. After 25 years, the road is expected to cost more in routine maintenance and vehicular running costs (per year) than what it would cost to resurface the road (per year). Additionally, if the base course is showing signs of

deterioration, it must be rehabilitated which will be at a greater cost than just resurfacing. Road reconstruction is required when the existing pavement layer requires replacement or reinforcing to support the future traffic loads over its effective design life. This includes milling off a worn-out asphalt seal, removing base course that has broken down, stabilising the pavement layer and constructing an asphalt overlay. This operation is typically 50-100 per cent more expensive than resurfacing. The current resurfacing program is based on a strategy of resurfacing before reconstruction is required.

Additionally, works are aligned, where possible, by area or to

coincide with other work undertaken on the roads (such as drainage or landscaping works) to take advantage of cost efficiencies. This may result in an asset being renewed slightly before or after its useful life has been reached. Pathway reconstruction, either whole or partial, takes place when a significant section of the footpath has reached the intervention level and before the section becomes a significant hazard to pedestrians.
