The City completed the new LED sports oval lighting in February 2021 and has awarded a construction contract for building the new Moyle Pavilion and Hamer Park clubrooms.

First initiated in 2014, Bina Parkland was developed with a strong, community driven approach to deliver health and wellbeing outcomes for the community. The City consulted with the community to rename the parkland with a Nyoongar name, with the winning name ‘Bina Parkland’ – meaning light of the morning – submitted by Warriapendi Primary School and chosen by Balga residents. The park aims to be the centrepiece of a new community hub, with free and accessible recreation options aimed to attract a wide range

Stephenson Avenue Extension Funded by the State and Federal Governments, construction works have progressed well for phase one of the Stephenson Avenue Extension project, being delivered by the City of Stirling. Construction started in September 2020 and is scheduled to be completed by the end of 2021. Phase two will be delivered by Main Roads WA, with the design and construct contract due to be awarded in mid-2021 and completion expected by late 2023.

Robinson Reserve With the successful implementation of stage one of the Robinson Reserve Master Plan, the City is now progressing with stage two of the project. As part of stage two, the City is upgrading the existing sporting club room facilities, cricket nets and pathway connections. Construction is scheduled to commence in 2022. Sports floodlighting at Carine Regional Open Space As part of the City’s commitment to increased sports participation, the City will complete the oval lighting at Carine Regional Open Space. This project delivered over two years has provided competition- grade lighting to major ovals on the reserve and will provide recreational lighting improvements to all reserve users.
Stirling Leisure Centres – Terry Tyzack Aquatic Centre The City is progressing with stage one of the works to revitalise the outdoor pool and plant. These works will include a new state of the art L-shaped 50m pool, a plant room upgrade, submersible swim wall, an accessible ramp, landscaping with new LED lights and barbecue area and water polo features. The outdoor pool refurbishment will include six additional lanes incorporating the dive pool into a 14-lane, L-shaped pool. Construction is scheduled to start in 2022. The City is also progressing with the retiling and refurbishment works to the indoor pool area which are scheduled to commence during the second half of 2021.

Mayor’s message
As Australia continues to fight against COVID-19 with the rollout of vaccines, the City has not wavered in delivering services and infrastructure to our community to achieve our goal of being the City of Choice. We’ve delivered several key reforms that will guide the next 5 – 10 years of progress across social, economic and environmental outcomes, including: • a Sustainable Energy Action Plan – Corporate 2020 – 30 which guides our goal for 100 per cent renewables and 70 per cent reduced carbon emissions by 2030 • a third ‘Innovate’ Reconciliation Action Plan 2021 – 2023 • a Homelessness Strategy to guide the City’s vision and role in supporting people • a new Access and Inclusion Plan 2021– 25 which broadens the City’s commitment to an inclusive and thriving local community. The budget will continue to invest in these reforms and will maintain rates
that are competitive across the local government sector in recognition of the economic climate of uncertainty that residents and businesses are still operating under. As part of our COVID-19 response last year, Council committed to a one-off concession to ensure no ratepayer was asked to pay more than the previous year. We are not aware of any other Council taking the approach of a rates freeze for all ratepayers. When we set rates for 2021/22, we looked at what ratepayers were paying before the pandemic as a comparison. There will be a modest increase of an average of only 0.9 per cent over two financial years. The 2021/22 budget will invest in a range of planning to future-proof key areas across the City, including a Community Infrastructure Plan for the Stirling City Centre, Mount Lawley Streetscape improvements, grants for small businesses to improve shopfronts, finalisation of the Herdsman Glendalough Structure Plan and development of an Osborne Park Precinct Plan. We also look forward to the completion of the Trackless Tram Business Case and we will advocate for funding.
Major capital works for 2021/22 will include ongoing work on Stephenson Avenue Extension project as the first stage of Stirling City Centre, redevelopment of Hamersley Public Golf Course and Terry Tyzack Aquatic Centre. The City has also been conducting service reviews, which are an internal process of assessing how the City operates to ensure we are providing the best possible services. If the past 18 months have proven anything, it is that the only thing that is constant is change, so I want to assure every ratepayer that the City is committed to organisation-wide continuous improvement. As we approach October and the next local government elections, I want to personally encourage City of Stirling locals to consider putting their hand up to run for office as a Councillor. We need a diverse, passionate and capable group of local representatives to guide the City’s activities, and a healthier democracy at the local level benefits all.

Ways to pay your rates Make paying your rates an easier process with the City’s direct debit (rates smoothing) options. Direct debit via rates smoothing provides ratepayers with the option to spread payment of their 2021/22 rates notice over a longer period by setting up a series of direct debits. Instalments can be paid weekly, fortnightly or monthly from 27 August 2021 to 30 June 2022 with no interest if set up via the City. With direct debits you won’t have to remember to pay your rates before the due date. A breakdown of the rates smoothing payment options are included on this year’s rates notice. Your 2021/22 rates

Gross Rental Value (GRV) update Your annual rates are calculated using a Gross Rental Value (GRV) for your property, which is calculated by the Valuer General’s Office. The GRV estimates how much you could expect to receive if you were to rent out your property and it also allows for outgoings such as rates and other property expenses.

The Valuer General (Landgate) provides updated GRV figures to the City of Stirling every three years. The Council then sets a ‘rate in the dollar’ figure to calculate your annual rates as a percentage of the assessed value of your property. i.e. GRV x rate in the dollar. The City charges a different rate in the dollar depending on whether the property is residential, commercial, industrial or vacant. In 2021/22 the average rate for our 95,000 residential ratepayers will be $1,158.33 which is an increase of $10.33 on the average amount paid in 2019/20. This equates to a 0.9% increase over 2 years. Property owners have the right to appeal their assessed property value with the Valuer General’s Office within 60 days of the issue of the rates notice. The City of Stirling Council adopted an Economic Stimulus and Community Recovery Package for 2020/21. The package included the removal of interest, instalment and arrangement fees on overdue accounts. These fees and charges will be applicable for 2021/22 as detailed in the rates terms and conditions.

2021/22 City Services
Arts and events Arts and events support
The City’s Community Arts and Events Fund and Community Creativity Fund supported some incredible events and projects over the past year. Through these grants, funding was provided to 62 recipients, reviving our community and creative industry during the COVID recovery period. The City also provided sponsorship funding to various events that brought locals together, as well as vital event management assistance to event organisers. Our grants and funding will continue to support eligible community groups and businesses. Neighbourhood Event Series The City’s Neighbourhood Event Series delivered a number of community- focused events over the last year, including markets, musical performances, wellness activities, a gourmet food fest, family fun days and movie screenings. The event series aimed to boost the local economy, celebrate local identity and connect community members during the COVID recovery phase. These events received fantastic community feedback and we look forward to bringing more local events to your neighbourhoods. Public art A number of public artworks were unveiled across the City this year, with several existing pieces also receiving maintenance. Works at Bina Parkland were completed, including an exploration of the six Nyoongar seasons and the story of the Waugyl. The first instalment of the Mt Lawley Mural Project was completed by Dianella artist Peche in Beaucott Lane, while Des Penman Reserve in Nollamara received a new mural by Seantelle Walsh and Sioux Tempestt. The City is also in the process of commissioning new works for Hamer Park Inglewood Oval, and developing a new Public Art Masterplan.
Community Citizen of the Year Awards Do you know an individual or a
community group in the City of Stirling who has significantly contributed to our community? Auspire – the Australia Day Council of Western Australia – and the City of Stirling invite you to nominate these great ambassadors who act as positive role models for our community for the Community Citizen of the Year Awards. Volunteer services Our community services volunteers are a vital link in providing essential services for people living in the City of Stirling – especially those people who are socially isolated, elderly, people with disability or new to our community. We have over 500 active volunteers in 35 different community services roles within the community. COVID-19 restrictions created an opportunity for some programs to become innovative, with volunteers making contact using technology such as FaceTime, regular phone calls and letter and card-writing to maintain important social connections.

Fire safety requirements for homeowners All landowners and residents in the City of Stirling must ensure their properties comply with City requirements for the upcoming fire preparedness season. Land area less than 2,000m² • Mow all grass to a maximum height of 5cm and remove all flammable material
Any required works must be completed before 30 November
and maintained until 31 March each year. Remember that regrowth can occur throughout this period and it’s important to tend to your property more than once within the season. If your property does not meet these requirements at any time within the season, you may receive a $250 fine and be charged for remedial works if the City has to arrange remedial works on your behalf. Chatter that Matters The City’s Chatter that Matters Caravan – part of the Age Friendly Strategy – has been popping up around the City at various locations to find out what matters to people as they age. The bright and fun caravan engages seniors and community members, providing an opportunity for an informal chat. The support for eligible seniors might include assistance with transport, shopping, attending social activities or medical appointments, domestic assistance, personal care, meal preparation or home delivered meals. Additionally, we organise and promote various programs and events at our three Day Clubs located in Stirling, Nollamara and Scarborough offering customers social and community outings, centre-based activities and other programs specifically designed for customers with dementia, from culturally diverse backgrounds or groups focussing on men’s interests.
Waste and Recycling Guide 2021/22 Along with a handy online A – Z guide, the City has launched an online service for enabling customers to lodge common enquiries about household kerbside bin collections. You can now visit the City’s website to make an enquiry or lodge a report for: • Damaged bins • Missed services (missed bin collections) New online waste services As part of our digital transformation journey, the City is committed to making it faster and easier for residents to address some of the most common residential waste enquiries. Building a sustainable climate future The City recently endorsed the Sustainability Energy Action Plan – Corporate (2020 – 2030), committing the City to achieving 100 per cent renewable electricity supply by 2030 and a 70 per cent carbon reduction target by 2030. In addition, to help the City reach 18 per cent tree canopy by 2040 and create cool, healthy neighbourhoods into the future, the City aims to plant 10,000 trees on streets and reserves and give 2,500 free trees to residents each year.

Leading 10 consortium partners, it delivers a specialist service to support women, children and families at risk of or experiencing family and domestic violence (FDV). The centre aims to provide a welcoming, inclusive and culturally responsive entry point for people in the community
