7.2 Funding strategy Projected expenditure identified in Section 5 is to be funded from the City’s operating and capital budgets with assistance from federal and state government grants where available. The funding strategy is detailed in the City’s 10-year Long-Term Financial Plan. The 10-year financial plan is a dynamic document that is reviewed and refined on a continual basis to reflect changes in financial circumstances as accurately as possible. The base point used for the modelling is the annual budget as of 30 June 2018 and has assumed a growth factor to account for additional income or expenditure from the expected population growth. The use of historical information has been incorporated to provide more information where possible. The City’s long-term financial objective is to achieve, as a minimum, a breakeven operating position.
