Local Planning Strategy The Local Planning Strategy (LPS) is the City’s primary strategic land use planning document. It sets the direction and actions to manage growth, land use change and development across the City over the next 10 to 15 years.

The City reviews its local planning framework every five years to determine if is it remains fit for purpose and aligned with State Government directions. Since the current LPS came into effect in 2019, State legislation has changed significantly and the City’s Local Planning Scheme has been updated. A new LPS is being prepared to align with and inform future amendments to the City’s new Local Planning Scheme No. 4. The current LPS map outlines strategic opportunities for current and future development, particularly in centres and along key transport routes.

The LPS also translates state and regional strategies and policies to the local level, identifying where population growth should be focused, and setting the long-term direction for housing, employment, and other land uses. The Local Planning Strategy provides the basis for changes to zoning and development standards implemented through the City’s Local Planning Scheme No.4. The City’s Local Planning Strategy seeks to: • Prioritise growth and investment in activity centres and along urban corridors; • Keep the jobs we have now and grow them; • Integrate transport and land use; and • Improve the quality and liveability of the City.
