Whether it’s registering your pet or reporting graffiti, this new system will make managing your requests a faster and easier process. Later this year, you will be able to lodge requests, access updates and engage with the City around the clock from any device. In our ongoing push for light rail to connect Glendalough to Scarborough Beach as part of the Stirling City Centre project, it’s terrific the RAC also regards an urban rail system as a priority. We are continuing to meet with all levels of government and advocate for this vital project. Mayor’s message PrincessWallington Reserve (Balga) The City hosted a community information session and on-site open days to present the final design for the project to the local community. The City is now working with design consultant Ecoscape to prepare for the tendering process set to go ahead in mid-2019. Construction is currently scheduled to start in late 2019. Lotterywest has provided a $2.34 million grant for the project and the City will fund the balance of the $7.3 million budget. On completion, the project will deliver a new skate facility, multi-court sports area, BMX track, regional playground and more. These new recreational activities will be supported by open spaces with park amenities including barbeque and picnic areas, public toilets, shelters and seating. Stephenson Avenue Extension The project involves construction of the Stephenson Avenue extension and a new freeway interchange that will reduce congestion and unlock vital vacant State Government land for development. The project has received a $60 million funding commitment from the State

In global news, I’m thrilled to report that earlier this year the City was successful in breaking the Guinness World Record for a drumming circle featuring the most nationalities. I was absolutely blown away by the community spirit and the way the participants banded together to achieve this amazing feat. With the City of Stirling one of Australia’s most multicultural local governments, I couldn’t think of a better way to highlight our cultural diversity to the world. Thanks to our multicultural community, the City of Stirling is now a Guinness World Records ® record holder. As part of annual Harmony Week celebrations in March, the City challenged the Guinness World Records ® for the most nationalities in a drum circle previously held by a Canadian not-for-profit group. Needing to rally more than 61 nationalities to take the title, the City smashed that previous record with a grand total of 77 nationalities in a drum circle on Friday 15 March. More than 100 people kept the beat for the required five minutes of continuous drumming at the Mirrabooka Town Square on what was a picture perfect day. All up, it was an amazing result for a wonderful event that highlighted the incredible diversity of our community.

Our City To give you an insight into the progress on some of the City’s projects, here is a summary of updates that have occurred during the past few months:

Mirrabooka Community Centre – Dryandra Reserve Refurbishment of the centre’s clubroom is now complete, which included a revamp of the function area, canteen, storage area, change rooms and toilets. Stirling City Centre Set to create a vibrant and accessible urban centre in and around Innaloo, the exciting Stirling City Centre project would ultimately deliver Perth’s second CBD. Stage one of the project involves construction of the Stephenson Avenue extension and a new freeway interchange. The project would provide for a mix of residential and commercial opportunities as well as a town centre that includes the $750 million Westfield Innaloo redevelopment as well as shops, cafes and alfresco dining. See Page 7 for details about the City’s recent drop-in day where residents stopped by to find out more about the project. Robinson Reserve Master Plan (Tuart Hill) Stage one improvements are continuing at the reserve with a new public toilet constructed, new irrigation works going ahead and development of the new children’s playground underway. The playground is set to offer lots of fun activities for youngsters including rope climbing, a basket swing and natural play areas. The project will also deliver a new barbecue and picnic area, shelters with seating, an improved path network and a new basketball/netball half-court. Stirling Leisure Centres – Herb Graham Mirrabooka Upgrades to improve the look and condition of the centre’s major and minor stadiums, foyer, and mezzanine are now complete. Installation of a lift connecting the major hall to the mezzanine and viewing area is set for completion soon. Improvements to the centre have attracted interest from the East

During his career, Cr Guilfoyle was a respected psychologist and associate professor at Edith Cowan University and served as a chairman at West Coastcare. A genuine friend to the community, Cr Guilfoyle’s passion and drive to make the City of Stirling a better place will be missed. To recognise Cr Guilfoyle’s efforts on council and in the community, the City is working to have a local reserve named in his honour.

Hamersley Ward Cr Andrew Guilfoyle passed away in February. Known for his thoughtful and friendly nature, the father of three was elected to council in 2013 and was re-elected in 2017. With a passion for sustainability and making our suburbs more liveable, Cr Guilfoyle advocated for many City projects including tree planting initiatives and the Living Green Schools program. He was also a keen supporter of local volunteer groups, sports clubs and community groups such as the Gwelup Progress

Ask the City!

The City’s Customer Contact Centre receives thousands of phone calls from Stirling residents each week. Staff from the City’s Customer Service team provide answers to some of the most frequently asked questions. Q. How do I dispose of shredded paper? Shredded paper is not recyclable and can be placed in your red-lid general waste bin for disposal. Q. There is a car that has been parked on my street for a few days without moving, can you do something about it? If a vehicle has been parked in one location for more than 24 hours, it can be considered abandoned. If you see an abandoned vehicle or need to leave your car unattended in a public area for a long period of time, please phone the City on (08) 9205 8555.

Setting the standard in customer service To provide a better experience for our customers, the City will soon launch its new Relationship Management System (RMS) known as Salesforce. This new system will significantly improve customer service and make it easier than ever to interact and communicate with the City. As the first local government in Western Australia to implement this world-leading RMS technology, we will set the benchmark across local councils for delivering exceptional customer experiences. Our new RMS will enable you to lodge requests, access updates and seek general information online and around the clock. The improvements will allow you to report issues on-site, receive updates and experience faster response times. Above all, the new RMS will help us deliver first-class customer service and continue to be the City of Choice.

Ready to improve the look of your verge?

To ensure all front verges are developed appropriately, the City has guidelines in place that provide direction on materials that can be used as verge treatments. Here’s a quick summary of the do’s and don’ts of verge treatments: Acceptable materials include:  Gardens

Materials not accepted:  Overgrown trees or shrubs obstructing the footpath or visual sightlines  Stone, gravel or crushed brick or rocks  Items that protrude above the natural level of the verge such as retaining walls, high mowing kerbs, steps, star pickets  Anything that creates an undue hazard to a road user or pedestrian  Sea containers (temporary placement may be permitted). NAIDOC event 2019 Be part of this year’s NAIDOC event and celebrate the history, culture and achievements of Aboriginal and Torres Strait Islander peoples. The Stirling Leisure Centres – Herb Graham Mirrabooka will host the free event on Monday 8 July from 10.00am to 2.00pm. You can look forward to lots of great entertainment for all ages including Aboriginal dancers, live bands, giant kid’s slide, Aboriginal-themed face painting, bouncy castles, animal farm and more. The theme for this year’s NAIDOC celebrations is ‘Voice. Treaty. Truth. Let’s Work Together’ which represent three key elements to reforms set out

in the Uluru Statement from the Heart. Released in 2017, the Statement contains the aspirations of First Nation’s Australians for a constitutional voice and a Makarrata Commission to supervise treaty processes. Support your local Aboriginal and Torres Strait Islander community by coming along to this year’s NAIDOC event.

Local Government elections on the way Now is a great time to make sure your enrolment details are up- to-date ahead of this year’s Local Government elections. To vote in the 2019 Local Government elections, you must be enrolled as a resident or registered on the City of Stirling Non-Resident Owners and Occupiers Roll by Friday 30 August 2019. Residents who need to enrol or update their details must complete an enrolment form available from any Australia Post or visit www.aec.gov.au to enrol online via the Australian Electoral Commission website. To enrol on the City of Stirling Non-Resident Owners and Occupiers Roll, you must either own a rateable property in the City, but not live there, or occupy a rateable property in the City by commercial lease. In a first for the City of Stirling, electors will have the opportunity to vote for the Mayor in addition to their ward Councillor at this year’s elections.

New Waste and Recycling Guide The City’s new Waste and Recycling Guide 2019/20 provides lots of valuable information about waste and recycling services available to residents. Keep your copy on the fridge for everything you need to know about rubbish collection dates, scheduled green waste collections and on-demand services. The handy guide also features details about services offered by the Recycling Centre Balcatta including tip passes and disposal of household hazardous waste materials. Make sure to check out the guide for ways you can maximise recycling and reduce waste.

Stirling Libraries have always been a great place to exercise the mind, but now you can get some physical exercise too. All six City libraries in Dianella, Inglewood, Karrinyup, Mirrabooka, Osborne and Scarborough have introduced new exercise bikes that feature a table at the front so you can read while you ride. Lots of library members have given the new ‘reading bikes’ the thumbs up, with the bicycles already getting plenty of use by visitors of all ages. So, whether you want to flick through a magazine or read your favourite book, you can enjoy it and keep active at the same time in the air-conditioned comfort of your local library.

Local history focus on…

Recycling figures The fantastic recycling efforts by residents across the City are helping cut the amount of waste going to landfill. During the 2018/19 financial year, the City has collected an incredible 22,244 tonnes of recyclables through the yellow-top bin system and more than 80 per cent of those materials were recycled. When it comes to on-demand collection services, the City picked up and recycled 15,669 mattresses that weighed in at close to 630 tonnes. The City also collected and recycled 491 tonnes of whitegoods and a whopping 598 tonnes of electronic waste (e-waste). Through its on-demand services, the City diverted 2,082 tonnes of material from landfill.

Watermans Bay The suburb of Watermans Bay was named after Alfred Waterman, who built the first house in the area in 1908. After World War II, Watermans Bay continued to grow and the area reached its development potential by the late 1960s. In recognition of this growth, the town site was gazetted with officially recognised boundaries in 1964. Some redevelopment got underway in the 1970s, with new homes replacing holiday shacks. Popular destinations in Watermans Bay include Star Swamp Reserve with its diverse range of indigenous flora and fauna as well as Watermans Beach. The suburb is also home to the Mount Flora Museum at Laurie Strutt Reserve. The museum is housed in a former water tank built in the 1940s to provide scheme water to surrounding areas. To discover more about the City’s history, visit the museum on Elvire Street on Wednesdays from 1.00pm to 4.00pm, other times by appointment.

Are you our next mentee or mentor? The City of Stirling’s Kaleidoscope Mentoring Program connects newcomer (migrants and refugees) professionals – known as mentees – with mentors from their chosen industry. Mentors then guide mentees through topics such as industry-specific workplace cultures to help make them job-ready. The program is based on a proven initiative where 70 per cent of mentees have secured professional jobs in a six to nine month period after completion. To date, the City’s program has supported a total of 39 mentees. Applications for mentees to take part in the next three-month cycle are now open. The program is also in need of potential mentors with more than two years of experience in the Australian workforce. More honours for Stirling Leisure Centres – Scarborough Beach Pool The awards keep coming for Stirling Leisure Centres - Scarborough Beach Pool. Most recently, the popular facility collected a 2019 Institute of Public Works Engineering Australasia (WA) Excellence Award. Each year, the awards recognise high calibre projects delivered to the community by local government and the public works sector. This latest win follows two Australian Institute of Architects awards as well as sustainability honours in the Asia Pacific Federation of Project Management Awards and the Australian Institute of Project Management Achievement Awards. Open year round, the facility was also named WA’s first aquatic centre to achieve a prestigious six-star Green Star Rating by the Green Building Council of Australia.

Community drops in for Stirling City Centre

Hundreds of residents attended a recent drop-in day to find out more about the exciting Stirling City Centre project. Set to become Perth’s second CBD, the Stirling City Centre aims to create an accessible, vibrant urban centre that caters for the growing community. At the drop-in day, project plans were on display along with information about the vision for the area and the first step towards making that vision a reality – the extension of Stephenson Avenue. Once complete, the extension will immediately relieve congestion in the area, unlock significant private and government-owned land and ultimately pave the way for the delivery of light rail through to Scarborough Beach. The Stephenson Avenue extension has been funded through the State and Federal Government and is expected to start in late 2019, subject to relevant stakeholder and agency approvals. Living Green Schools When it comes to school-based sustainability projects, the Newborough Primary School community is helping lead the way. The school is one of more than 20 that signed up to be part of the City of Stirling’s Living Green Schools program. In its inaugural year, the program offers local schools incentives, support and funding opportunities that have a focus on sustainability. The City recently awarded Newborough Primary School a Living Green Schools certificate for taking part in the program and its efforts in sustainability. Amongst its achievements, the school runs a ‘Waste Free Lunches’ program and has a sustainability team known as the ‘Newbie Nature Knights’ where a group of industrious students work on recycling and gardening projects.
