CEO’s message

including the Princess Wallington Community Parkland project, the Des Penman Pavilion upgrade and close to $5 million in upgrades to other recreational facilities across the City. The City of Stirling will also start construction of the Stephenson Avenue extension as part of the Stirling City Centre project. The first phase will begin in early 2020 and will extend Stephenson Avenue from Scarborough Beach Road to Cedric Street and connect key activity hubs, including Westfield Innaloo Shopping Centre, the Osborne Park industrial area and Stirling City Centre. This upgraded infrastructure will reduce traffic congestion along Scarborough Beach Road, unlock significant private investment and create more jobs in Perth’s second CBD. While more improvements are planned for Robinson Reserve, stage one works are now complete. Recent updates include a new playground that offers lots of fun activities for youngsters such as rope climbing, a birds nest swing and natural play areas. A new barbeque area with picnic tables, seating and shelters as well as a half-court for sports are also now available to the community. Stage one works also included the replacement of the boundary fence, oval irrigation, turf replacement and the addition of 120 new trees. Read the article on Page 3 for more details about the reserve’s new public artwork. Butlers Reserve (Scarborough) Renovations to clubrooms at the reserve included new equipment storage for sporting clubs, external and internal painting, refurbished toilets and change rooms, a new universal accessible toilet as well as a brand-new roof with skylights. In addition to the clubroom updates, kitchen and kiosk facilities were upgraded and existing lighting replaced with motion sensor-activated energy efficient (LED) fittings. Robinson Reserve Master Plan (Tuart Hill)

The Stephenson Avenue extension forms part of our exciting plan to transform the Stirling City Centre into a vibrant urban hub and deliver light rail from Glendalough Station to the iconic Scarborough Beach in the future. Visit www.stirling.wa.gov.au/projects to find out more about these projects and many other exciting initiatives and services being delivered to the community. Please enjoy the latest edition of the Stirling Scene.

Welcome to the Kambarang 2019 edition of the Stirling Scene magazine. To keep the community up-to-date, the City will now be distributing six editions of the magazine per year. Each issue will recognise one of the six Nyoongar seasons. With the local government elections coming up in October, I am providing the opening message for this issue. It’s an exciting time for the City right now with several major initiatives underway Princess Wallington Reserve (Balga) The $6.2 million Princess Wallington Community Parkland project is set to make Princess Wallington Reserve a go-to destination for recreational and leisure activities. Read the article on Page 5 to find out what will be taking shape. Stephenson Avenue Extension Set to extend Stephenson Avenue from Scarborough Beach Road through to Cedric Street, this essential project is the first step towards creating a gateway to the planned Stirling City Centre. Ultimately, it will link key activity hubs including Westfield Innaloo Shopping Centre and the Osborne Park industrial area with the Stirling City Centre. The first phase of the project will connect Stephenson Avenue from Scarborough Beach Road to Howe Street. It will include an intersection at Scarborough Beach Road with traffic lights, new local road connections at Oswald Street and Howe Street as well as pedestrian and cycling facilities. Work on phase one of the project is set to start in early 2020, subject to stakeholder and agency approvals.

Our City To give you an insight into the progress on some of the City’s projects, here is a summary of updates that have occurred during the past few months:

Des Penman Reserve (Nollamara) The City has received $900,000 in federal and state government funding to support the redevelopment of the central sports clubroom facility at Des Penman Reserve. The upgrades will help deliver improved amenities including change rooms and storage areas for female and male sports clubs. Planning for the project is underway and construction is due to start in 2020. Stirling City Centre Stage one of the project involves construction of the Stephenson Avenue extension and a new freeway interchange. These works will pave the way for Ellen Stirling Boulevard to become a street dedicated to shopping and dining. It will also enable the creation of new lots for a mix of residential and commercial opportunities. The $750 million Westfield Innaloo Shopping Centre redevelopment includes the creation of a new town square as well as shops, cafes and alfresco dining. The Westfield redevelopment recently secured a revised development approval with the aim of starting related works this year.

Princess Wallington Community Parkland The Princess Wallington Community Parkland project is moving ahead with the City recently advertising a tender for construction works. On completion, the exciting project at Princess Wallington Reserve in enlisted a project art consultant to work with artists who are successful with proposals to deliver permanent and temporary artworks. Lotterywest has contributed

$2.34 million to the $6.2 million project, which will also include new barbeque and picnic areas, public toilets, shelters and seating. The tender period closed in August and it is anticipated the City will award the construction contract in early October 2019. Works are scheduled to start later this year.

Balga will provide a new skate facility, multi-courts sports area, BMX track, regional playground and more. Along with offering so many great community facilities, the project will feature new public art. To make the most of the reserve, the City has

Balloons – don’t let them go! When helium balloons are released into the sky they eventually freeze and shatter, falling back to earth as litter. These leftover pieces often land in the ocean and look like jellyfish or squid – a favourite food of many fish, whales, turtles and seabirds. Even balloons labelled as ‘biodegradable’ can take

between one to four years to degrade, leaving plenty of time for them to be eaten by or entangle wildlife. The City asks everyone to avoid releasing helium balloons at our reserves and facilities. Help us keep the City’s sky and sea litter-free and safe for all animals.

These responses formed the basis for three engineering options to protect the beach, walking paths and West Coast Highway, which were presented at a community forum in July. The next step for the City involves working with coastal engineering consultants on the community’s preferred option, which includes relocating existing facilities and providing a recreational space. community, the beautiful Mettams Pool in North Beach is a favourite destination to visit and explore. Unfortunately, the effects of harsh winter storms have caused damaging coastal erosion at the popular beach. The City has been working with the community to investigate engineering options to tackle ongoing coastal erosion. An initial online survey gathered feedback on what facilities and amenities the community valued about Mettams Pool.

Local history focus on…

Tuart Hill Tuart Hill got its name from the many majestic tuart trees that once grew throughout the area. In 1872, the local tuart trees became a landmark for travellers making their way along a then newly-constructed road through to a settlement in Wanneroo. Development in the western portion of Tuart Hill was relatively slow when lots were put on the market. Prior to World War II, much of Tuart Hill was still used for rural purposes. Interest in the area gathered momentum after the war and the suburb was fully developed by the 1960s. The suburb is now home to Grenville Reserve, and Robinson Reserve as well as the Osborne Community Hub. To discover more about the City’s history, visit the museum on Elvire Street, North Beach on Wednesdays from 1.00pm to 4.00pm, other times by appointment.
