to support and foster economic development including major infrastructure projects such as the Stephenson Avenue extension, Westfield Innaloo redevelopment and securing light rail for Scarborough Beach Road. Following the election, I would like to welcome our new Councillors Felicity Farrelly (Coastal Ward), Chris Hatton (Hamersley Ward) and Lisa Thornton (Osborne Ward) who will bring fresh ideas and energy to their roles. I would also like to thank outgoing Councillor Giovanni Italiano for his tremendous contribution to the City as Councillor, including two terms as Mayor. Sadly, we recently farewelled former Councillor Brian Ham who passed away in October. Part of Council for more than a decade, Mr Ham Mayor’s message Princess Wallington Reserve (Balga) The Princess Wallington Community Parkland project is moving ahead. Council has awarded the construction tender to MG Group, with works due to start on site at the end of this year. The first phase of the project will connect Stephenson Avenue from Scarborough Beach Road past Howe Street. Work is set to start in early 2020. new skate facility, multi-courts sports area, BMX track, regional playground, public art and more. Lotterywest has contributed $2.34 million to the $6.2 million project. During the construction phase the Balga Friday Markets will relocate to Mirrabooka Regional Open Space. The first market was held in Mirrabooka in early November and will continue at the new location on Fridays from 7.00am to 12.00 noon through to next year. On completion, the exciting project at Princess Wallington Reserve in Balga will provide a represented the DoubleviewWard from 1995 to 2007 and served as Deputy Mayor from 2001 to 2002.

As you will have read in our September Stirling Scene we are now producing six editions per year with each issue aligned to a Nyoongar season. On the back page we have included an eye-catching graphic to illustrate the Nyoongar calendar. This edition also features the History and Heritage Awards 2020, details of local Christmas Carols events and all the entertainment lined up for Sunset Veranda, plus a list of the lucky 2019 Rates Prize Draw winners. Firstly can I say how thrilled and honoured I am to be returned as Mayor for the City of Stirling in the recent local government elections – especially as this is the first time our City has chosen a popularly elected Mayor. Our City To give you an insight into the progress on some of the City’s projects, here is a summary of updates that have occurred during the past few months:

Stephenson Avenue extension (Osborne Park / Innaloo) Set to extend Stephenson Avenue from Scarborough Beach Road through to

Cedric Street, the project is the first step towards creating a gateway to the planned Stirling City Centre.

Beach safety patrols ramp up Now that the weather is warming up be sure to take extra care when at the beach. Scarboro SLSC patrols are under way working closely with City of Stirling beach inspectors who work year round to keep our beaches safe. The team recently got some great accolades from a beach goer on a busy weekend. “Forget Grant Kenny! Gold medals to your team, really was just so impressed. Felt like a military training drill from the jet skis to the foot patrol. So slick.”

Carine Riding for the Disabled Works are underway to improve the covered equestrian arena at the facility, including earthworks to create a level riding surface, complete replacement of the steel structure and roof coverings, new drainage, rainwater harvesting and energy efficient LED lighting. The upgrades also include improvements to fencing, security and rider access to the arena. The works are set for completion by the end of the year.

The award recognises individuals or organisations that have made an outstanding contribution to the Environment Coastcare (SNEC) group recently won a prestigious award for its volunteering efforts. Headed up by Rae and Walter Kolb, the SNEC received the 2019 Environmental Action Award from

During the past decade, the City has collaborated with the group in planning and implementing annual dune restoration and revegetation programs along the bulk of the City’s 6.5km stretch of coastline. A core group of 25 members along with hundreds of volunteers share a mutual love for the coast and dedicate about 2,000 hours to local environmental projects each year.

A national award from the Migration Council Australia has recognised the City’s efforts to create thriving communities that support migrants and refugees. The Welcoming Australia Award for Local Government singled out the City’s Multicultural Framework. Being WA’s most diverse local government, the City developed the framework to deliver programs that foster a sense of community for newcomers. Sunset Veranda 2020 The sunny side of FRINGE WORLD can be found at Scarborough Beach as the Sunset Veranda pop-up venue returns to our shores this summer. If you’re dipping your toes in the warm waters of FRINGE WORLD for the first time, we have you covered! Jam-packed with comedy, music, crafts, cabaret, family shows and more, there’s something for everyone. Sunset Veranda, which runs for the full FRINGE WORLD Festival season from Friday 17 January to Sunday 16 February 2020, has plenty of free and affordable events on offer. The Customer Contact Centre receives thousands of phone calls from Stirling residents each week. Staff from the City’s Customer Service team provide answers to some of the most frequently asked questions. Q. I live next to a vacant block which has very tall dry grass, I am worried it is a fire hazard. What can the City do? The City has written to all local landowners with vacant property to inform them of firebreak requirements. These properties will be inspected by the City’s Community Safety Team during firebreak season (1 December to 31 March) to confirm compliance. Q. I would like to hold my child’s birthday party in a park, can we parks are public places available to everyone throughout the community. If a private party is preferred, the City has a number of community centres available for hire across the community. Q. With the warmer weather arriving, I would like to use the Scarborough Beach Pool. Is it open later in summer? The Scarborough Beach Pool offers longer opening hours during summer. 2019 Rates Prize Draw winners A total of 23 City of Stirling ratepayers shared in a prize-pool of over $70,000

This year’s main prize winner was Ilan Veerappan, who along with his family, won a Toyota RAV4 Hybrid from Big Rock Toyota valued at $37,600. Mr Veerappan was delighted to win the stylish new vehicle, as the family car was recently written-off after an accident. Congratulations to all our winners.

Paying rates early enables the City to invest sooner and ultimately generate more funds that can be re-invested into the community. Earlier payment also helps the City minimise rate increases. The prize draw wouldn’t be possible without our very generous sponsors each, so we would like to thank them for their valued support. Ratepayers, who pay their rates on time and in full, are automatically eligible for the draw. Winners are then selected at random by computer and invited to attend the draw to select a prize which is concealed in a sealed envelope and revealed on the night.

Charity Clothing Drop Off Day Show your support for local charities at the City’s next Charity Clothing Drop Off Day on Saturday 7 December 2019. StirlingWomen’s Centre Christmas Appeal Share the spirit of giving by donating to the Stirling Women’s Centre Christmas Appeal. For 40 years, the centre has provided crisis accommodation and support to thousands of families who have experienced family and domestic violence. Donations of gifts for children (toys), gifts for teenagers (gift vouchers) and gifts for women (beauty packs) would be greatly appreciated. Unwrapped gifts can be dropped off at any Stirling library, the City’s Administration Building, Works Depot or Stirling Leisure Centres in Balga, Inglewood or Scarborough by Wednesday 18 December.

Community Tree Planting end of season 2019 Birak is the season of the young, and a reminder of all the young trees that have recently been planted. A total of 569 street trees and 26 reserve trees have been planted across Stirling as part of the Community Tree Planting (CTP) program for 2019. This year, a total of 205 volunteers registered and participated in CTP events. On average, 35 volunteers attended each of the events and about half of those volunteers were locals. This is hugely encouraging when it comes to involvement from the community and we thank everyone for contributing to the program.

Free shuttle to Scarborough Sunset Markets The Scarborough Sunset

Enter the 2020 History and Heritage Awards

Hamersley Hamersley is named after the Edward Hamersley family who

settled in the area after arriving in the Swan River Colony in 1837. Margaret, the eldest daughter, went on to marry John Forrest, a well-known surveyor and the first Premier of Western Australia. The low-lying areas within Hamersley were used for market gardening during the early years, with the remaining land being largely undeveloped. Residential growth in Hamersley occurred in two stages. The western section was subdivided and developed in the early 1970’s, while the eastern portion was subdivided later in the decade. Residential development continued into the 1980’s. Hamersley was the first suburb in the region to be guided by the principles of cul-de-sac design, which later formed the basis for other subdivisions within the northern corridor. To discover more about the City’s history, visit the Mount Flora Museum on Elvire Street on Wednesdays from 1.00pm to 4.00pm, other times by appointment.

Entries are now open for the 2020 History and Heritage Awards. Held every two years, the awards celebrate the conservation of local heritage and streetscapes as well as the promotion of history and heritage. The Heritage category acknowledges conservation of the built environment and streetscape as well as the education and promotion of heritage within the City of Stirling. The History category calls on entrants to submit

photographs (up to five) taken in the City of Stirling prior to 1990. For the ‘Photograph with a story’ section, entrants will need to provide a short story (up to 200 words) with each image and the ‘Photograph with a caption’ requires a small caption (up to 10 words).
